From Zero to Hero Empty Special Arrangements for National Leaders

In light of the lack of players, and the limited options we have for RP, and the need for greater RP, I am removing the Post Count requirements for Mounts and Vessels for National Leaders.

I am also removing the Post Count Requirement for the two Support Characters available at 100 posts, in the interests of greater RP since Support Characters can RP separately from the Main.

If someone wishes a Secondary Character that is not associated with the Main, then I will consider the possibility. Just ask.
